India has repeatedly asked for listing Azhar as a ‘global terrorist’ by the United Nations. However, in 2018 China blocked the move stating that the issue lacks ‘consensus’ among members of the UN Security Council (UNSC).

This is not the first time that China blocked Delhi’s attempt to list Azhar at the UNSC. In 2016, following the Pathankot attack, India forwarded a proposal to designate Azhar as a terrorist under the aegis of the UNSC 1267 committee, but China blocked it.
