Diwali 2024: 7 states implement ban on firecrackers to combat air pollution

Different firecracker regulations are in effect across India for Diwali. Some states have a complete ban, while others permit green crackers. 

Pollution levels are increasing in various states across India. As a result, these areas have implemented a ban on the use of firecrackers. This year, seven states have permitted only the use of green crackers during Diwali. To address the escalating pollution crisis, there is a total ban on the manufacturing, storage, sale, and use of all firecrackers except for 'green' ones.

Delhi

As winter approaches, air pollution levels have begun to rise sharply, reaching alarming levels in Delhi. The Delhi Pollution Control Committee (DPCC) has imposed a complete ban on the online delivery, manufacturing, storage, sale, and use of firecrackers, effective until January 1, 2025. Only 'green crackers' will be allowed throughout the state. On Diwali, which falls on October 31st, firecrackers can be used from 8 pm to 10 pm. 

Tamil Nadu

Tamil Nadu has implemented a distinctive strategy by designating specific times for Diwali firecracker usage: from 6 am to 7 am and from 7 pm to 8 pm. The Tamil Nadu Pollution Control Board, in collaboration with the government, is actively working to raise awareness about the pollution generated by firecrackers among the public.

Bihar

Bihar has also imposed a ban on firecrackers in response to pollution concerns. The state government has prohibited the sale and use of all types of firecrackers, including green crackers, in cities such as Patna, Gaya, Muzaffarpur, and Hajipur. This decision was made by the Patna district administration following directives from the National Green Tribunal (NGT).

Punjab

Punjab has put strict measures in place in line with directives from the Supreme Court and the NGT. Under the Environment (Protection) Act, the state has the authority to regulate the sale and use of firecrackers. As a result, there are designated hours of exemption for using firecrackers during Diwali and other major festivals, such as Guruparb, Christmas, and New Year's Eve. However, only green crackers are permitted during these exempted times.

Haryana

Haryana, particularly Gurugram, has implemented regulations similar to those in Delhi. During specific hours on Diwali and Guruparb, the use of green crackers is permitted. To help mitigate rising pollution levels during winter, the state government has issued an advisory on the responsible use of green crackers.

Maharashtra and West Bengal

West Bengal and Maharashtra have joined the movement by banning firecrackers in accordance with recommendations from the NGT. The tribunal noted that green crackers generate approximately 30 percent less pollution than traditional firecrackers. As a result, the sale and use of all firecrackers, except for green crackers, have been prohibited. However, law enforcement agencies are encountering challenges in controlling the situation, as illegal firecrackers continue to be smuggled in from other states.
