The ministry of home affairs will be finalising the provision to protect jobs and land ownership of the people in the Union Territory of Jammu and Kashmir. The domicile certificate would be important for land ownership, government jobs and seats in the professional and college education in Jammu and Kashmir. Thousands of refugees from the erstwhile West Pakistan, who had settled in Jammu province after partition were deprived of land and jobs. Now that the home ministry has decided to introduce the new residency norm, these refugees will get domicile status.
