The Chief of Defence Staff (CDS) is a four star general, who would also be the single point military advisor to the government. The infighting between the Army and the Air Force during the Kargil war on the attack choppers and the role each wing should play in fighting Pakistan caused some delay. The CDS would integrate the operation of the three forces apart from advising the government on defence and strategic issues. The CDS would also help ensure a clear police on defence diplomacy. Despite the recommendations being made by the K Subrahmanyam Committee, no government had the political will to take a call on the creation of the post.
