K Anandan, consultant at the Tamil Nadu Medical Services Corporation Ltd (TNMSC), is today called 'World Bank Anandan', an RTI activist revealed.

According to responses collected from Tamil Nadu government departments to the questions posed by the activist under the Right to Information Act, Anandan is a consultant at TNMSC, which is a government body buying medicines and equipment for government hospitals across Tamil Nadu. He has no post with the World Bank, but his rapport with AIADMK's Health Minister C Vijayabaskar has made him all powerful, the activist said.

A document that MyNation is in possession of shows that Anandan completed his BE Mechanical and entered TNMSC, though he had not studied anything related to health. The activist alleged that Anandan has learnt the art of making fake bills, buying and selling medicine disproportionate to the money allotted. He also (unofficially) worked as a middleman for all the government departments in applying loans in World Bank and Asian Development Bank.


"Thus he knew his trade well and that is why even after retirement, he continues to work as a consultant for TNMSC. Though he is associated with TNMSC, not only the health department, but all the departments in AIADMK government in Tamil Nadu count on Anandan to get grants and loans from the World Bank and Asian Development Bank," he said.

He further added that Anandan is not only known to help departments get the loan, but also knows the trade of channelising the loan money into a completely different scheme than the one allotted for.

"So, he is the main brain behind looting the bank money and de-channelising it for benefits of the ministers," he said.

With Anandan's help, many ministers have allegedly prepared fake bills for the loans and medicines bought, using the government hospitals as a tool. According to the activist, this has led to the downfall of government hospitals with lack of necessary equipment and medicines, whereas all the money is de-channelised by the authorities, thanks to Anandan and his shrewd thinking.

Health Minister is already embroiled in the ghutka scam, a complaint also can land Anandan in trouble. "But will Central Bureau of Investigation (CBI) or Anti-Corruption Bureau (ACB) look into this and take action against the man who even fooled the World Bank?" he questioned.
