To make India's policy of 'no first use' — coupled with the 'right to retaliate' — credible, the nation must have a second-strike capability. India can retaliate only if its nuclear arsenal is not destroyed by the enemy in the first place. Therefore, we need to strike from a place that is not easily detectable, Nitin A Gokhale explains.
