Vinay Kumar was born in Rampurani village in Vaishali district, Bihar. His father, Iqbal Shukla, was a teacher who worked tirelessly to provide his children with a good education. As the only son among four sisters, Vinay Kumar brought immense pride to his family by becoming an IPS officer. Though his wife passed away two years ago, he has remained strong and steadfast, not allowing the loss to diminish his resolve.
Vinay Kumar completed his primary education at the village government school and continued his studies there until matriculation. He then moved to Patna to complete his intermediate education. Through sheer determination and hard work, he gained admission to one of the country’s most prestigious institutions, IIT Kharagpur. He earned a BTech degree from there, a remarkable achievement at the time.
After graduating from the esteemed IIT Kharagpur, Vinay Kumar chose to pursue a career in civil services rather than join the corporate sector. His dedication and hard work paid off when he became an IPS officer in 1991. Over the years, Vinay Kumar served in several key positions, earning a reputation for his integrity and leadership.
His contributions as DG of the Police Building Construction Corporation Limited were particularly notable, where he played a significant role in crime control and the modernization of the police force.
